The central idea of the 74th Constitutional Amendment Act 1992 is to bring Government closer to people by introducing ‘The Third Tier of Government’ in the Indian Federal set-up of Governance.

There are 3 (three) types of ULBs in Nagaland categorised on the basis of population viz Municipal Council, Town Council and Urban Station Committee. As on February 2025,

Urbanisation pattern is largely concentrated to few towns of the State such as Dimapur and Kohima by virtue of being the commercial hub and administrative capital respectively.

In Indian polity, out of the three tiers of Government in India, the third tier of Government i.e, ULB in Urban areas, has the most potential to make tangible impact on people’s lives since it deals directly with the grassroot level, addressing local level matters.
