Types ULBs in Nagaland
There are 3 (three) types of ULBs in Nagaland categorised on the basis of population viz Municipal Council, Town Council and Urban Station Committee. As on February 2025, there are 3 Municipal Councils and 36 Town Councils and 22 Urban Station Committees.
As per the NMA 2023, the Urban Station Committee (USC henceforth) shall be composed of such members to be appointed or elected as the Government shall by notification direct. At present, ULB elections are conducted only in Municipal and Town Councils, while the USCs are administered by the Administrative Officers of the State Government. Furthermore, the Grant-in-aids, be it Central or State Grant, are distributed only amongst the Municipal and Town Council. As such, the USCs in its present form is a quasi-ULB, yet to be made functional.
The Municipal and Town councils in its present arrangement can be broadly classified into two categories:
- ULBs governed by duly elected Councillors:
Out of the 39 statutory towns in Nagaland, elections were recently held in 25 ULBs culminating in eventful installation of ULBs and are now being successfully governed by duly elected councillors. They are assisted by the Chief Executive Officers (CEOs) or Executive Officers (EOs) from the State Civil Services.
- ULBs administered by the Administrators:
Due to political reasons, 14 statutory towns in eastern part of Nagaland have been abstaining from participating in elections including the recently culminated ULB elections. As such, these 14 ULBs do not have duly elected ULBs and continue to be administered by the Administrative Officers of the State Government.
